Preheat your oven to 375°F (190°C). Grease or line your baking pan with parchment paper.

In a medium bowl, whisk together the all purpose flour, baking powder, salt, and 1 teaspoon of cinnamon for the dough.

In a separate small bowl, slightly warm the milk (you can do this in the microwave for about 15-20 seconds). Mix in the 1 teaspoon of vanilla and 1 tablespoon of melted butter.

Pour the wet ingredients into the dry ingredients. Mix until a soft dough forms, being careful not to overmix. Stop as soon as the ingredients are just combined to ensure soft and pillowy rolls.

Lightly flour your work surface. Roll the dough into a log, then gently flatten it slightly. Cut the dough log into 20 even bites.

In a small bowl, melt 1 tablespoon of butter for the coating. In another small bowl, combine the 3 tablespoons of sugar and 1 tablespoon of cinnamon for the coating. Toss each dough piece in the melted butter, then coat fully in the cinnamon sugar mixture.

Place the coated dough bites in your prepared pan in a single layer, ensuring there is a little space between each piece. Do not stack them.

Bake for 9 to 10 minutes, or until the cinnamon rolls are lightly golden. Be careful not to overbake, as this can make them dry.

While the cinnamon rolls are baking, prepare the glaze. In a small bowl, whisk together the powdered sugar, heavy cream, 1/2 teaspoon of vanilla, and a pinch of vanilla bean or vanilla bean paste until smooth. Adjust the thickness with more cream or powdered sugar if needed.

Let the baked cinnamon rolls cool in the pan for 1 to 2 minutes. Drizzle the vanilla bean glaze generously over the warm rolls and serve immediately.
