In a large bowl, combine the warm milk and warm water.

Add the sugar and dry yeast to the liquid mixture. Whisk well until combined.

Finely chop the parsley and add it.

Mince the garlic cloves and add them to the mixture.

Add the tomato paste and pepper paste.

Season with salt, black pepper, cumin, paprika, and chili flakes.

Pour in the oil.

Mix all the topping ingredients thoroughly by hand until well combined and uniform.

Once the dough has risen, gently punch it down to release the air.

Divide the dough into 8 equal pieces.

Roll each piece of dough into a smooth ball.

On a lightly floured surface, use a rolling pin to roll out each dough ball very thinly into a circular shape.

Spread an even layer of the prepared meat topping over the entire surface of each thin dough circle, leaving a small border if desired.

Preheat the oven to 250°C (using top and bottom heat).

Carefully transfer the assembled lahmacun to the hot oven, placing it directly on the oven rack. Bake for approximately 7-8 minutes, or until the dough is cooked through and the edges are slightly crispy. You may need to bake them in batches.

Remove the lahmacun from the oven.

Serve hot, traditionally with a squeeze of lemon juice and rolled up with fresh greens such as lettuce, red onion slices, and extra parsley.
