In a medium saucepan, whisk together the whole milk, unsweetened cocoa powder, granulated sugar, chili powder, and cayenne pepper until well combined and no lumps remain.

Add the dark chocolate chips and cinnamon stick to the saucepan. Heat the mixture over medium heat, stirring frequently, until the chocolate chips are fully melted and the mixture is hot and steaming, but not boiling. This should take about 8-10 minutes.

Remove the saucepan from the heat. Carefully remove and discard the cinnamon stick. Stir in the vanilla extract and a pinch of salt.

Taste and adjust the spice level if desired by adding a tiny bit more cayenne pepper. Whisk again until frothy.
