In a bowl, combine the thinly sliced beef sirloin, light soy sauce, cane vinegar, brown sugar, minced garlic (8 cloves), black pepper, salt, and baking soda. Mix thoroughly to ensure the beef is well coated.

Marinate the beef mixture for at least 30 minutes at room temperature, or preferably overnight in the refrigerator for deeper flavor.

While the beef is marinating (or just before cooking the beef), prepare the garlic rice. Melt the salted butter in a pot over medium heat.

Add the 6 cloves of minced garlic to the melted butter and cook until fragrant, about 1-2 minutes, being careful not to burn the garlic.

Add the rinsed and drained long-grain white rice to the pot with the garlic and butter. Stir for 1 minute to coat the rice grains.

Pour in the chicken broth and bring the mixture to a rolling boil.

Once boiling, reduce the heat to low, cover the pot tightly, and cook for 15-18 minutes.

Remove the pot from the heat and let it rest, covered, for 10 minutes. Do not lift the lid during this time.

After resting, fluff the rice with a fork or spatula. Season the rice with MSG to taste, if desired.
Heat the 2 tablespoons of cooking oil in a pan over medium-high heat.

Add the marinated beef to the hot pan in a single layer, working in batches if necessary to avoid overcrowding.

Cook the beef for 4-6 minutes, stirring occasionally, until it is browned and cooked through.

Serve the cooked beef tapa immediately with the fluffy garlic rice. Optionally, serve with fried eggs for a complete Filipino breakfast experience.
