Using a large pot, heat the olive oil over medium-high heat. Add the finely chopped onion and minced garlic and cook for 1 1/2 minutes, until fragrant.

Add the beef mince to the pot and cook, breaking it up with a spoon, until no red remains. Drain any excess fat if necessary. Stir in the Italian herbs and cook for 30 seconds to release their flavor. Add the tomato paste and cook for 1 minute, stirring constantly.

The pasta should be just cooked through but still saucy. Stir in the heavy cream and simmer for another minute until heated through. The dish should still be quite saucy.

Ladle the creamy beef tomato pasta into bowls and garnish generously with grated Parmesan cheese. The pasta will absorb more sauce as it cools slightly, becoming 'oozy'.
