Heat the refried beans in a small pot over low heat. Stir occasionally, thinning with a splash of water as needed to reach your desired consistency. Season the beans generously with salt, pepper, garlic powder, onion powder, chili powder, and paprika to taste. Keep warm.

In a large skillet, brown the ground beef over medium-high heat, breaking it apart with a spoon. Once fully cooked, drain any excess fat. Add the tomato paste to the beef. Season with either taco seasoning or the same seasoning powders used for the beans (salt, pepper, garlic powder, onion powder, chili powder, and paprika). Add a splash of water to the beef mixture and cook for another 2 to 3 minutes, stirring to combine the flavors.

Warm the extra large tortillas according to package directions until they are soft and pliable. This can be done in a microwave, on a dry skillet, or in the oven.

To assemble each burrito, lay a warmed tortilla flat. Place a generous scoop of the seasoned refried beans down the center of the tortilla.

Next, add a generous scoop of the seasoned ground beef mixture over the beans.

Top the beef and bean mixture with a good amount of shredded cheddar cheese.

To roll the burrito, first fold in the shorter sides of the tortilla over the filling. Then, starting from one of the longer sides, roll the tortilla tightly over the filling to create a secure burrito.

Repeat the filling and rolling process with the remaining tortillas and ingredients until all the filling has been used.

Serve the chili cheese burritos immediately. For later consumption, wrap individual burritos tightly in plastic wrap or foil and refrigerate for up to 3 days or freeze for up to 3 months.
