Preheat your oven to 350°F (175°C). Lightly grease a 9x13 inch baking dish.

Spread the uncooked white rice evenly across the bottom of the greased baking dish.
In a medium bowl, whisk together the beef broth, cream of mushroom soup, soy sauce, finely chopped onion, garlic powder, and black pepper until well combined.

Carefully pour the mixture over the rice in the baking dish and stir gently to ensure the rice is submerged.

Arrange the beef stew meat pieces evenly on top of the rice and liquid mixture.

Cover the baking dish tightly with aluminum foil.
