In a medium bowl, combine the sliced flank steak with 1 tablespoon soy sauce, cornstarch, sesame oil, and baking soda. Mix well to coat the beef. Cover and marinate at room temperature for at least 30 minutes, or refrigerate for up to 2 hours.

While the beef marinates, prepare the sauce. In a small bowl, whisk together 2 tablespoons soy sauce, dark soy sauce, oyster sauce, granulated sugar, white pepper, and chicken broth. Set aside.

Gently separate the fresh hor fun noodles. If they are stuck together, you can briefly blanch them in hot water for 30 seconds, then drain and rinse with cold water to prevent sticking, or microwave them for 30-60 seconds to loosen.

Heat 1 tablespoon of vegetable oil in a large wok or skillet over high heat until smoking. Add the marinated beef in a single layer and sear for 1-2 minutes per side until browned, but not fully cooked through. Remove the beef from the wok and set aside.

Add another 1 tablespoon of vegetable oil to the wok. Add the minced garlic and grated ginger and stir-fry for 30 seconds until fragrant.

Add the separated hor fun noodles to the wok. Drizzle with the remaining 1 tablespoon of vegetable oil. Stir-fry for 2-3 minutes, tossing constantly, until the noodles are slightly charred and heated through.

Add the seared beef back into the wok with the noodles. Pour the prepared sauce over everything. Toss quickly to coat the noodles and beef evenly.

Add the bean sprouts and scallions. Stir-fry for another 1-2 minutes, just until the bean sprouts are slightly wilted but still crisp. Do not overcook.
