Combine all ingredients for the pork filling in a large zip-top bag: ground pork, chopped green onions, chicken powder, oyster sauce, soy sauce, sugar, minced ginger, minced garlic, black pepper, cooking wine (if using), and low-sodium chicken broth.

Remove as much excess air as possible from the zip-top bag and seal it securely. Massage the bag until the mixture is well combined and becomes sticky.

Push the pork mixture towards one corner of the bag. Using scissors, carefully cut a small hole at the corner to create a piping bag.

Pipe the pork filling into small heat-resistant bowls (such as ramekins), filling each about 1/3 full. Gently press the filling flat. Place one dumpling wrapper on top of the filling in each bowl, gently pressing it down. If using thick wrappers, briefly soak them in water for 1 second before placing them.

Arrange the bowls in a large pot or steamer. Add water to the pot until it reaches about halfway up the sides of the bowls. Cover the pot with a lid and steam over medium heat for 15–20 minutes, or until the pork is fully cooked through. Cooking time may vary depending on the amount of pork in each bowl.

Serve the lazy soup dumplings hot, garnished with chili oil, soy sauce, sesame seeds, or sliced green onions, if desired. Stop steaming as soon as the pork is cooked to keep the dumplings tender and moist.
