Bring a large pot of salted water to a rolling boil. Add the rigatoni and cook according to package directions until al dente. Before draining, reserve 1 cup of the pasta water. Drain the rigatoni and set aside.

While the pasta cooks, pat the salmon fillets dry with paper towels. Season generously on all sides with 1/2 teaspoon salt, 1/4 teaspoon black pepper, and 1/2 teaspoon paprika.

Heat 1 tablespoon of olive oil in a large skillet over medium-high heat. Once shimmering, add the seasoned salmon fillets, skin-side down if applicable. Sear for 3 to 4 minutes per side, or until cooked through and flaky. Remove the salmon from the skillet and set aside on a plate.

Using the same skillet (do not clean it), reduce the heat to medium. Add 3 tablespoons of butter and allow it to melt. Add the 4 cloves of minced garlic and sauté for 1 minute until fragrant.

Pour in the 1 quart of heavy cream. Bring to a gentle simmer, then reduce heat to low and let it simmer for 3 to 5 minutes, stirring occasionally, until slightly thickened.

Stir in 1 teaspoon of chicken bouillon powder and 1 1/2 cups of grated Parmesan cheese. Continue stirring until the cheese is fully melted and the sauce is smooth. If the sauce is too thick, add a splash of the reserved pasta water, a tablespoon at a time, until your desired consistency is reached.

Add the cooked rigatoni to the Alfredo sauce in the skillet. Toss well to ensure all the pasta is evenly coated.

In a small bowl, combine the 4 tablespoons of melted butter, 2 cloves of minced garlic, 1 tablespoon of lemon juice, 1 teaspoon of Dijon mustard, 1/2 teaspoon of smoked paprika, 1/2 teaspoon of red pepper flakes, 1 tablespoon of chopped fresh parsley, 1 teaspoon of honey (if using), and a pinch of salt. Whisk until well combined.

Divide the pasta among serving plates. Top each plate with a seared salmon fillet. Spoon the prepared cowboy butter generously over the salmon and pasta. Serve immediately.
