In a medium saucepan, whisk together the cocoa powder, granulated sugar, and cornstarch until thoroughly combined and no lumps remain.

Pour about 1/2 cup of the milk into the dry mixture and whisk vigorously until a smooth paste forms. This prevents lumps when adding the rest of the milk.

Place the saucepan over medium heat. Gradually pour in the remaining 3 1/2 cups of milk, whisking continuously to ensure everything is well incorporated.

Continue to cook the hot chocolate over medium heat, whisking constantly, until the mixture begins to thicken and reaches a creamy consistency. This should take about 5-7 minutes. Do not let it come to a rolling boil.

Remove the saucepan from the heat. Add the 4 ounces of chopped dark chocolate to the hot mixture. Stir continuously until the chocolate is completely melted and fully incorporated, making the hot chocolate even richer and thicker.

Pour the thick Italian hot chocolate into four festive mugs.

Top each serving with a generous dollop of whipped cream. Using a grater or vegetable peeler, shave or grate the remaining dark chocolate over the whipped cream for garnish.
