Open the package of shaved beef and set aside.

Prepare a small food chopper. Add the chopped scallions and peeled garlic cloves into the food chopper. Secure the lid and blade assembly onto the chopper.

Operate the chopper by pulsing it several times until the scallions and garlic are finely minced.

Remove the lid and blade assembly from the chopper. Pour 3 tablespoons of sesame oil into the minced scallion and garlic mixture. Add the salt and freshly ground pepper to the mixture.

Stir the mixture well with a small spoon to combine all ingredients, creating your garlic scallion sauce.

Scoop the prepared scallion-garlic mixture from the chopper and spoon it over the shaved beef in its original plastic container or a medium bowl.

Use a spoon or tongs to thoroughly mix the scallion-garlic mixture with the shaved beef, ensuring all pieces are evenly coated. Allow the beef to marinate while you prepare the pan.

Place a large stainless steel pan on a gas stove and turn the burner to medium-high heat. Allow the pan to heat for 2-3 minutes.

Once the pan is hot, pour the marinated shaved beef into the pan. Use tongs to stir and cook the beef until it is fully cooked and no longer pink, about 5-7 minutes.

While the beef cooks, prepare four bowls with cooked white rice.

Using tongs, transfer the cooked garlic scallion beef from the pan and place it evenly over the white rice in each bowl.

Sprinkle sesame seeds over the beef in the bowls. Drizzle additional sesame oil over the top of the beef in each bowl, as desired. Serve immediately.
