In a medium bowl, combine the cut chicken thighs with 2 tablespoons soy sauce, 1 tablespoon cornstarch, 1 teaspoon sesame oil, and 1/2 teaspoon black pepper. Toss to coat evenly. Cover and refrigerate for at least 30 minutes to marinate.

While the chicken marinates, prepare the stir-fry sauce. In a small bowl, whisk together the chicken broth, 2 tablespoons soy sauce, rice vinegar, brown sugar, Sriracha, and 1 teaspoon cornstarch until smooth. Set aside.

Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the marinated chicken in a single layer and cook for 5-7 minutes, flipping occasionally, until browned and cooked through. Remove the chicken from the skillet and set aside.

Add the remaining 1 tablespoon of vegetable oil to the same skillet. Add the minced garlic and grated ginger and stir-fry for 30 seconds until fragrant.

Add the broccoli florets, sliced red bell pepper, and julienned carrots to the skillet. Stir-fry for 4-6 minutes, or until the vegetables are tender-crisp.

Return the cooked chicken to the skillet with the vegetables. Give the stir-fry sauce a quick whisk again and pour it over the chicken and vegetables. Cook, stirring constantly, for 1-2 minutes, until the sauce thickens and coats everything.

Remove from heat. Garnish with sliced green onions and sesame seeds. Serve immediately over cooked rice.
