Generously season the beef short ribs on all sides with kosher salt and freshly cracked black pepper.

Heat 1 tablespoon of oil in a large, heavy-bottomed pan or Dutch oven over medium-high heat until shimmering. Carefully place the seasoned short ribs into the hot pan and sear until deeply browned on all sides, about 3-4 minutes per side. Remove the seared ribs from the pan and set aside.

In a separate medium bowl, whisk together the beef broth, soy sauce, brown sugar, rice vinegar, minced garlic, grated ginger, and Worcestershire sauce until the brown sugar is dissolved and all ingredients are well combined.

Return the seared short ribs to the pan. Pour the prepared glaze and sauce mixture over the ribs. Ensure the ribs are mostly submerged in the liquid. Bring the liquid to a gentle simmer.

Cover the pan tightly with a lid. Reduce the heat to low and let the ribs simmer gently on the stovetop, or transfer the covered pan to an oven preheated to 325°F (165°C). Cook for 2.5 to 3 hours, or until the short ribs are fork-tender and easily pull apart.

Once cooked, carefully remove the tender short ribs from the pan. If desired, you can skim any excess fat from the surface of the pan sauce. For a thicker sauce, you can reduce it over medium-high heat for a few minutes until it reaches your desired consistency.

To serve, create a bed of warm, buttery mashed potatoes on each plate. Place the tender short ribs on top of the mashed potatoes. Spoon the rich pan glaze generously over the ribs and mashed potatoes.
