Prepare the beef: In a medium bowl, combine the thinly sliced flank steak, 2 tablespoons of soy sauce, and 1 tablespoon of cornstarch. Mix well by hand until the beef is fully coated. Set aside to marinate for at least 15 minutes.

Prepare the broccoli: Bring a pot of water to a rolling boil. Add the broccoli florets and blanch for 1 to 2 minutes, until bright green and slightly tender-crisp. Immediately remove the broccoli with a slotted spoon and drain well. Set aside.

Prepare the sauce: In a small bowl, whisk together 1/2 cup soy sauce, oyster sauce, brown sugar, sesame oil, 1 tablespoon cornstarch, and 1/4 cup water until well combined and smooth. Set aside.

Cook the beef: Heat 1 tablespoon of vegetable oil in a large wok or skillet over high heat until shimmering. Add half of the marinated beef in a single layer, ensuring not to overcrowd the pan. Sear for 1 to 2 minutes per side until browned and cooked through. Remove the cooked beef from the pan and set aside. Repeat with the remaining beef and the other 1 tablespoon of vegetable oil.

Sauté aromatics: If needed, add a tiny bit more oil to the hot wok. Add the minced garlic and minced ginger to the wok and sauté for 30 seconds until fragrant.

Combine and finish: Return the cooked beef to the wok with the garlic and ginger. Add the blanched broccoli. Give the prepared sauce a quick whisk again, then pour it over the beef and broccoli. Stir-fry quickly for 1 to 2 minutes, tossing constantly, until the sauce thickens and coats all ingredients evenly.

Serve: Garnish with chopped green onions and serve immediately, ideally over steamed rice.
