Heat olive oil in a large skillet over medium heat. Add diced yellow onion, carrots, and red bell pepper. Sauté for 5 to 7 minutes until they begin to soften. Add minced garlic and cook for an additional 1 minute until fragrant. Season with salt and black pepper. If making the spicy version, stir in red pepper flakes. In a separate large bowl, whisk eggs with milk. Fold in 1 cup of the shredded mozzarella cheese, finely chopped broccoli florets, and the slightly cooled sautéed vegetables. If making the spicy version, stir in cayenne pepper.

Pour the combined egg and vegetable mixture into the prepared baking dish. Sprinkle the remaining 1/2 cup of shredded mozzarella cheese evenly over the top. Bake for 30 minutes, or until the eggs are set and the cheese on top is golden brown and bubbly.
