Preheat your oven to 350°F (175°C). Line a baking sheet with parchment paper.

In a large bowl, combine the oat flour and baking soda. Whisk them together until well combined.

Create a well in the center of the dry ingredients. Add the brown sugar, granulated sugar, olive oil, milk, and vanilla extract into the well.

Using a spatula or wooden spoon, mix all the ingredients from the center outwards until a cohesive dough forms. Be careful not to overmix.

Add the chocolate chips and chopped walnuts to the dough. Use your hands to gently mix and knead them thoroughly into the dough until evenly distributed.

Scoop rounded tablespoons of dough onto the prepared baking sheet, leaving about 2 inches between each cookie. You may need to flatten them slightly with your palm if desired for a more uniform shape.

Bake for 10 minutes, or until the edges are lightly golden and the centers are set. The cookies will still be soft when removed from the oven.

Remove the baking sheet from the oven and let the cookies cool on the sheet for 5 minutes before transferring them to a wire rack to cool completely.
