In a small bowl, combine 2 tablespoons of cornflour with 1/4 cup of water. Mix well until a smooth, lump-free slurry is formed, then set aside.

Heat 1 tablespoon of oil in a large pan or wok over high heat. Add 1 1/2 tablespoons of finely chopped garlic, 1 tablespoon of finely chopped ginger, and 1/2 teaspoon of finely chopped green chillies. Sauté for 1 minute, stirring continuously.

Add 2 tablespoons of finely chopped spring onions whites, 1/4 cup of finely chopped cabbage, 1/4 cup of finely chopped carrot, and 1/4 cup of finely chopped capsicum to the pan. Sauté for 2 minutes on high heat, stirring continuously.

Stir in 4 teaspoons of soy sauce, 1 teaspoon of green chilli sauce, 1/4 teaspoon of vinegar, 1/4 teaspoon of freshly ground black pepper, and salt to taste. Mix all ingredients well and cook for 1 minute on high heat.

Pour 3 cups of water into the pan and bring the mixture to a boil. Once boiling, gradually add the prepared cornflour slurry while stirring constantly. Continue to cook for 2 minutes on medium heat until the soup thickens to the desired consistency.

Pour the hot Manchow Soup into individual serving bowls. Garnish each bowl with 4 teaspoons of finely chopped spring onion greens and 1 cup of fried noodles. Serve immediately.
