In a large bowl, combine the ground beef, 1 teaspoon oyster sauce, 1 teaspoon soy sauce, 1/2 teaspoon white pepper, 1 teaspoon sesame oil, 1 tablespoon potato starch, 1 teaspoon minced garlic, 1 teaspoon minced ginger, and 1 chopped green onion. Add chopped cilantro if desired. Mix all ingredients thoroughly until they are well combined.

In a small bowl, combine 1 teaspoon soy sauce, 1 teaspoon sesame oil, 1 teaspoon black vinegar, 1 teaspoon toasted sesame seeds, and 1 teaspoon chili sauce. Add chopped green onions and cilantro if desired. Stir until well mixed.

Take one dumpling wrapper and place a small amount of the prepared filling in the center. Moisten the edges of the wrapper with water using your finger. Fold the wrapper in half to create a half-moon shape. Crimp the edges together to seal, creating pleats along one side of the dumpling. Repeat this process until all the filling is used.

Heat a non-stick pan over medium heat. Add a small amount of oil to the pan. Carefully place the assembled potstickers in the pan with their flat bottoms down, ensuring they are not overcrowded. Cook until the bottoms are golden brown and crispy.

Once the bottoms are crispy, add water to the pan, covering approximately one-third of the height of the potstickers. Immediately cover the pan with a lid.

Allow the potstickers to steam until all the water has evaporated and the potstickers appear cooked through and plump.

Remove the potstickers from the pan.

Serve the hot potstickers immediately with the prepared dipping sauce.
