Preheat your oven to 375°F (190°C). Line a large baking sheet with parchment paper for easy cleanup.

Heat olive oil in a large skillet over medium-high heat. Add the lean ground beef and cook, breaking it up with a spoon, until browned and no longer pink, about 5-7 minutes. Drain any excess fat.

Reduce heat to medium. Stir in the chili powder, cumin, garlic powder, onion powder, smoked paprika, salt, and black pepper. Cook for 1 minute, stirring constantly, until fragrant.

Pour in the water and bring to a simmer. Cook until the liquid has mostly evaporated and the beef is well-coated with the seasonings, about 3-5 minutes. Remove from heat.

Arrange half of the whole grain tortilla chips in a single layer on the prepared baking sheet. Sprinkle with half of the shredded cheddar cheese.

Evenly distribute half of the seasoned ground beef, black beans, corn, diced red onion, and sliced jalapeño over the cheesy chips.

Repeat with the remaining tortilla chips, shredded cheddar cheese, ground beef, black beans, corn, red onion, and jalapeño, creating a second layer.

Bake for 8-12 minutes, or until the cheese is melted and bubbly and the chips are lightly toasted. Keep a close eye on them to prevent burning.

Carefully remove the baking sheet from the oven. Let cool for a minute or two before serving.

Serve immediately with optional toppings like salsa, plain Greek yogurt (as a healthier sour cream alternative), diced avocado or guacamole, and fresh cilantro.
