Preheat your oven to 375°F (190°C). Grease and flour a 9x13 inch baking pan.

In a large bowl, combine the flour, rolled oats, granulated sugar, brown sugar, cinnamon, and salt for the base and topping. Mix well.

Cut in the cold, cubed butter using a pastry blender or your fingertips until the mixture resembles coarse crumbs.
