Prepare the Honey Soy Dip: In a small bowl, whisk together the low sodium soy sauce, honey, rice vinegar, toasted sesame oil, minced garlic, grated ginger (if using), and red pepper flakes (if using). Set aside.

Heat the vegetable oil in a large non-stick skillet or frying pan over medium-high heat until shimmering.
