In a small saucepan, bring about 1 inch of water to a boil. Add the chopped jalapeños and blanch for 2-3 minutes until slightly softened and bright green. Drain well and set aside to cool slightly.

In a food processor, combine the blanched jalapeños, softened cream cheese, sour cream, mayonnaise, garlic powder, onion powder, lime juice, salt, and black pepper.

Process the mixture until smooth and creamy, scraping down the sides of the bowl as needed. Taste and adjust seasonings if necessary.
