In a medium saucepan, combine the butter, granulated sugar, and milk.

Place the saucepan over medium heat.

Add the cocoa powder to the mixture in the saucepan.

Stir the mixture continuously until the butter is completely melted and the sugar is fully dissolved.

Bring the mixture to a rolling boil. Once boiling, continue to boil for approximately 1 1/2 minutes, stirring constantly.

Remove the saucepan from the heat.

Add the peanut butter to the hot mixture and stir vigorously until it completely melts and is smoothly incorporated.

Stir in the vanilla extract.

Gradually add the old-fashioned rolled oats to the mixture, stirring as you add them. Ensure all the oats are thoroughly coated in the chocolate-peanut butter mixture. Start with 2 1/2 cups and add more if needed to achieve a consistency that is not too dry but still has plenty of chocolate mixture.

Using a cookie scoop or two spoons, drop spoonfuls of the mixture onto a baking sheet or tray. No greasing is needed.

Place the tray into the freezer to chill and allow the "cow pies" to set up, typically for at least 30 minutes, or until firm.
