Prepare the Beef Marinade: Slice the beef steak into thin strips and place them in a medium bowl. Add the dark soy sauce, cornstarch, 1/2 teaspoon brown sugar, 1 tablespoon water, and 1 teaspoon oil to the beef. Mix thoroughly with tongs until the beef is well combined and coated. Set aside.

Prepare Vegetables: Mince the garlic and slice the onion into thin strips. Slice the spring onions into 1-inch pieces, separating the white and light green parts from the green tops.

Prepare the Main Sauce Mixture: In a small bowl, combine the light soy sauce, dark soy sauce, oyster sauce, sesame oil, Shaoxing wine, 1 teaspoon brown sugar, and 1 teaspoon cornstarch. Stir until the mixture is smooth and well combined. Set aside.

Cook the Beef: Heat 1 tablespoon of oil in a large pan or wok over medium-high heat. Add the marinated beef to the hot oil. Stir-fry the beef for 3-5 minutes, until it is cooked through and browned. Remove the cooked beef from the pan and set it aside on a plate.

Stir-fry Vegetables: Add 1 tablespoon of oil to the same pan (or use the remaining oil). Add the sliced onions, minced garlic, and the white and light green parts of the spring onions to the pan. Stir-fry for 2 minutes until fragrant. Add the bean sprouts and stir-fry for another 1-2 minutes. Pour about 1/3 of the prepared main sauce mixture over the vegetables and stir-fry until they are slightly tender-crisp. Remove the stir-fried vegetables from the pan and set them aside on a plate with the beef.

Cook the Noodles: Add a little more oil to the pan if needed. Add the cooked egg noodles to the pan. Pour another 1/3 of the prepared main sauce mixture over the noodles. Toss and stir the noodles to coat them evenly with the sauce. Cook for 2-3 minutes, allowing them to heat through and absorb some sauce.

Combine and Finish: Return the cooked beef and stir-fried vegetables to the pan with the noodles. Pour the remaining main sauce mixture over all the ingredients. Toss and mix everything together in the pan until well combined and heated through, about 2-3 minutes.
Serve the Beef Chow Mein immediately, garnished with the green tops of the sliced spring onions.
