In a bowl, combine the 1 cup of glutinous rice flour. Gradually add 1/2 cup of water to the flour.

Mix the ingredients by hand until a smooth and pliable dough forms.

Take a small portion of the dough and flatten it into a disc shape. Place one dark chocolate chunk in the center of the flattened dough.

Fold the edges of the dough over the chocolate chunk and roll it into a neat ball, ensuring the chocolate is completely enclosed. Repeat this process for the remaining dough and chocolate chunks.

Bring a pot of water to a rolling boil.

Carefully drop the chocolate-filled dough balls into the boiling water. Cook the palitaw balls until they float to the surface of the water, indicating they are cooked through.

Once floating, remove the cooked palitaw balls from the pot using a slotted spoon and set them aside.

In a separate bowl, add 100 ml of all purpose cream, 2 tablespoons of softened cream cheese (if using), 2 tablespoons of fresh milk, 1/2 tablespoon of granulated sugar, and 1/4 teaspoon of salt.

Whisk all the ingredients together until they are well combined and achieve a creamy consistency.

Arrange the cooked palitaw balls on a serving plate. Generously pour the prepared sea salt cream over the palitaw balls.

Lightly dust the top with cocoa powder or powdered milk for garnish. Serve immediately.
