To create the dry mix: In a medium bowl, combine the 1 1/4 cups pasta, 2 tablespoons cheese powder, 1/2 tablespoon cornstarch, 1/4 teaspoon salt, 1/4 teaspoon garlic powder, and 1/4 teaspoon black pepper (if using). Stir well to ensure all ingredients are evenly distributed.
