Preheat your oven to 375°F. Lightly grease a 9x13 inch baking dish with cooking spray or butter.

In a large mixing bowl, combine the shredded cooked chicken breast, condensed cream of chicken soup, sour cream, milk, 1 1/2 cups of shredded cheddar cheese, garlic powder, onion powder, salt, and black pepper. Mix thoroughly until all ingredients are well incorporated.

Spread the chicken mixture evenly into the bottom of the prepared baking dish.

Arrange the frozen tater tots in a single layer over the chicken mixture, covering it completely.

Bake the casserole for 30 minutes, or until the tater tots are golden brown and the casserole is bubbly around the edges.

Remove the casserole from the oven. Sprinkle the remaining 1/2 cup of shredded cheddar cheese evenly over the tater tots.

Return the casserole to the oven and bake for an additional 5-7 minutes, or until the cheese is completely melted and bubbly.

Let the casserole stand for 5 minutes before serving. Garnish with sliced green onions, if desired.
