First, prepare the lavender honey syrup. In a small saucepan, combine the water, honey, and dried culinary lavender. Bring the mixture to a gentle simmer over medium heat, stirring occasionally until the honey is fully dissolved.

Remove the saucepan from the heat and let the syrup steep for 10-15 minutes to allow the lavender flavor to infuse. The longer it steeps, the stronger the lavender flavor will be.

Strain the syrup through a fine-mesh sieve into a clean container to remove the lavender buds. Discard the lavender. Let the syrup cool completely, then refrigerate until chilled. This can be made several days in advance.
