Bring a large pot of salted water to a rolling boil. Add the rigatoni pasta and cook according to package directions until al dente. Reserve 1 1/2 cups of the pasta water before draining the pasta.

While the pasta is cooking, heat the olive oil in a large skillet or Dutch oven over medium heat. Add the minced garlic and red pepper flakes. Sauté for 1-2 minutes, until fragrant, being careful not to burn the garlic.

Pour in the crushed tomatoes, salt, and black pepper. Bring the sauce to a simmer, then reduce the heat to low and let it cook for 10-15 minutes, stirring occasionally, to allow the flavors to meld.

Stir in the heavy cream and grated Parmesan cheese into the tomato sauce. Mix until the cheese is melted and the sauce is creamy.

Add the drained rigatoni pasta to the sauce. Toss to coat the pasta evenly. If the sauce is too thick, add some of the reserved pasta water, 1/4 cup at a time, until it reaches your desired consistency.

Stir in the fresh chopped basil. Taste and adjust seasonings as needed. Serve immediately, garnished with additional grated Parmesan cheese and fresh basil, if desired.
