In a medium bowl, combine the flank steak strips with 1/4 cup soy sauce, rice vinegar, 1 teaspoon sesame oil, 1 tablespoon cornstarch, grated ginger, and minced garlic. Toss to coat the beef evenly. Set aside to marinate while you prepare the other ingredients.

In a small bowl, whisk together 2 tablespoons soy sauce, hoisin sauce, brown sugar, 2 tablespoons water, and 1 teaspoon cornstarch. This will be your stir-fry sauce.

Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the broccoli florets and stir-fry for 5-7 minutes, or until tender-crisp. Remove the broccoli from the skillet and set aside.

Add the remaining 1 tablespoon of vegetable oil to the same skillet. Increase heat to high. Once the oil is shimmering, add the marinated beef in a single layer, being careful not to overcrowd the pan. Cook for 2-3 minutes per side, until browned and cooked through. You may need to do this in batches.

Return the cooked broccoli to the skillet with the beef. Give the prepared stir-fry sauce a quick whisk again, then pour it over the beef and broccoli. Toss everything together until the sauce thickens and coats the ingredients, about 1-2 minutes.

Divide the hot cooked white rice among four serving bowls. Top each bowl with the beef and broccoli mixture. Garnish with toasted sesame seeds and sliced green onions before serving.
