Slice 300g of beef thinly. In a bowl, combine the sliced beef with 1 teaspoon baking soda, 1 tablespoon soy sauce, 1 tablespoon Shaoxing wine, 1 teaspoon corn starch, and 1 tablespoon oil. Mix all the ingredients thoroughly with the beef until well coated. Set the marinated beef aside.

In a separate bowl, combine 3 tablespoons soy sauce, 2 tablespoons dark soy sauce, 1 tablespoon oyster sauce, 1 tablespoon sugar, 1 teaspoon white pepper, 1 tablespoon corn starch, and 1/4 cup water. Whisk all these sauce ingredients together until they are well combined and smooth.

Chop the garlic and ginger. Cut the spring onion into segments, keeping the white parts separate from the green parts.

Slice 1/2 onion and 1/2 capsicum. Have the dried black beans ready.

Boil the fresh Hokkien noodles according to package instructions. Once cooked, rinse them thoroughly with cold water to stop the cooking process and prevent sticking, then drain them well.

Heat a pan or wok with a sufficient amount of oil. Add the marinated beef to the hot pan and cook until it is approximately 80% done. Remove the beef from the pan and set it aside, leaving any remaining oil in the pan.

In the same pan, add the chopped garlic, ginger, the white parts of the spring onion, sliced onion, sliced capsicum, and the dried black beans. Stir-fry these ingredients until they are fragrant and the vegetables start to soften.

Add the boiled and drained noodles to the pan with the vegetables. Return the partially cooked beef to the pan. Pour the prepared sauce over all the ingredients. Stir-fry everything together vigorously, ensuring the noodles, beef, and vegetables are evenly coated with the sauce, and the sauce has thickened.

Once everything is well combined and heated through, add the green parts of the spring onion as a garnish. Serve immediately.
