Place the flank steak in a bowl or on a plate. Add the oyster sauce, soy sauce, 1 teaspoon of fish sauce, and brown sugar directly onto the steak. Generously grind black pepper over the steak. Massage all the marinade ingredients thoroughly into the steak on both sides.

Place the marinated steak into an air fryer. Air fry at 380°F for 10 minutes, flipping the steak halfway through the cooking time. Cook until desired doneness (medium-rare is recommended).

Once cooked, remove the steak from the air fryer and let it rest for 5 minutes before thinly slicing against the grain.

While the steak is cooking and resting, prepare the dressing. In a medium bowl, combine the finely sliced shallots, chopped mint, chopped cilantro, and chopped green onions.

To the bowl with the herbs and shallots, add the roasted chili flakes, 2 tablespoons of fish sauce, lime juice, granulated sugar, and toasted rice powder. Mix all the dressing ingredients thoroughly with a spoon until well combined.

To assemble the salad, place a bed of chopped lettuce in a large serving bowl or individual plates. Arrange the sliced cucumber, halved cherry tomatoes, and thinly sliced red onion on top of the lettuce.

Arrange the thinly sliced steak over the greens and vegetables. Garnish with additional chopped mint leaves and cilantro.

Generously pour the prepared Thai dressing over the entire salad. Serve immediately.
