Place the chicken wings in a large bowl.

Add 3 tablespoons of minced garlic, 2 tablespoons of minced ginger, 1 tablespoon of salt, 1 tablespoon of black pepper, 3 tablespoons of soy sauce, 2 tablespoons of oyster sauce, and 1 tablespoon of chili powder to the bowl with the chicken.

Sprinkle 2 tablespoons of corn starch over the chicken and seasonings.

Mix all ingredients thoroughly by hand until the chicken wings are well coated. Cover the bowl with plastic wrap and marinate in the refrigerator for 2 hours.

Heat cooking oil in a deep pan or Dutch oven over medium-high heat until it reaches 350°F (175°C). Carefully place the marinated chicken wings into the hot oil, ensuring not to overcrowd the pan. Fry the chicken wings for about 5-7 minutes until they are half-cooked and a light golden color.

Remove the half-cooked chicken wings from the oil and let them rest on a wire rack set over a baking sheet to drain excess oil.

Increase the oil temperature to 375°F (190°C). Return the chicken wings to the hot oil and deep fry them for another 5-8 minutes, or until they are crispy and golden brown. Fry in batches if necessary.

Remove the deep-fried chicken wings from the oil and place them on a plate lined with paper towels to absorb any remaining oil. Serve immediately.
