In a heavy-bottomed saucepan, combine the butter and brown sugar. Place the pot over medium heat.

Heat the mixture, stirring frequently (every 30 seconds to 1 minute), for approximately 10 minutes. The mixture will first melt, then begin to bubble and boil. Continue cooking and stirring until the toffee darkens in color, becomes fluffy, and resembles warmed-up peanut butter. It should be thick and bubbly.

Immediately pour the hot toffee base onto the prepared sheet tray. Using a spatula or knife, quickly spread the hot toffee evenly across the parchment paper.

While the toffee is still warm, generously sprinkle the chocolate chips over the entire surface.

Allow the chocolate chips to sit on the warm toffee for a few minutes until they begin to melt. Once melted, use a spatula or knife to spread the melted chocolate evenly, creating a smooth layer over the toffee.

Sprinkle flaky salt over the melted chocolate layer.

Let the chocolate-covered toffee chill at room temperature or in the refrigerator until it is completely cool and firm. This will take at least 1 hour.
