In a small bowl, whisk together the soy sauce, rice vinegar, sesame oil, honey (or maple syrup), chili garlic oil, minced garlic, sesame seeds, and chopped cilantro or green onions until thoroughly combined. Set aside.

Bring a large pot of water to a rolling boil over high heat.

Add the frozen dumplings to the boiling water. Cook according to the package directions, usually 5–8 minutes, until they are heated through and float to the surface.

Carefully drain the cooked dumplings from the water using a slotted spoon or colander.

Transfer the drained dumplings to a serving plate. Pour the prepared dipping sauce generously over the dumplings or serve it on the side for dipping.
