Heat the oil in a large pan or skillet over medium heat.

Add the ground turkey to the pan. Season with salt and chicken bouillon. Cook, breaking up the turkey with a spoon, until it is no longer pink and fully cooked through, about 7-8 minutes.

Transfer the cooked turkey to a large mixing bowl. Allow it to cool slightly for a few minutes.

To the bowl with the turkey, add the fish sauce, lime juice, toasted rice powder, and chili flakes. Using your hands (wearing a glove if desired), thoroughly mix all ingredients until well combined.

Add the sliced shallots (or red onion), chopped cilantro, chopped dill, and chopped green onions to the turkey mixture. Mix again by hand until all the fresh herbs and vegetables are evenly incorporated.
