Place one slice of cheddar cheese inside each tortilla cone, lining the bottom and sides.

Spoon the cooked beef and pepper mixture into the tortilla cone, filling it about halfway. Top the beef mixture with a generous amount of shredded mozzarella cheese.

Carefully remove the toothpick from each cone.
