Place the cut chicken pieces into a large mixing bowl.

Add the light soy sauce, dark soy sauce, oyster sauce, sesame oil, white pepper, and corn starch to the chicken in the bowl.

Mix all the added ingredients thoroughly with the chicken until well combined and the chicken is evenly coated.

Add the finely chopped ginger and finely chopped garlic to the chicken mixture.

Mix again to ensure the ginger and garlic are evenly distributed throughout the chicken.

Spread the marinated chicken evenly in a single layer on a heatproof plate suitable for steaming.

Sprinkle about half of the sliced green onions over the chicken on the plate.

Preheat your steamer. Once hot, carefully place the plate of chicken into the steamer.

Steam the chicken for 15 minutes, or until cooked through.

Once steamed, carefully remove the plate from the steamer.

Garnish the hot steamed chicken with the remaining fresh sliced green onions and the sliced red chili for a touch of color and heat.

In a small saucepan, heat the vegetable oil until very hot and shimmering, almost smoking. Carefully pour the hot oil over the garnished chicken. The oil should sizzle upon contact, releasing the aromas of the garnishes.

Serve the steamed chicken immediately with steamed rice.
