In a large mixing bowl, combine the all-purpose flour, granulated sugar, and active dry yeast. Gradually add the warm water, mixing by hand until a shaggy dough forms.

Turn the dough out onto a lightly floured surface and knead for 8-10 minutes, or until the dough is smooth and elastic. Place the kneaded dough back into the bowl, cover with a clean cloth, and let it rise in a warm place for about 1 hour, or until it has doubled in size.

Add the mild curry powder, hot curry powder, and crumbled beef bouillon cubes to the pot. Stir well and cook for 1 minute until fragrant.

Add the ground beef to the pot. Break up the mince with a spoon and cook until it is browned, about 8-10 minutes. Drain any excess fat.

Stir in the diced green bell pepper, diced carrots, and diced potatoes. Add 1/2 cup of water. Bring to a simmer, then reduce heat to low, cover, and cook for 15-20 minutes, or until the potatoes are tender.

Once the dough has risen, gently punch it down. Divide the dough into 8 equal portions and roll each portion into a smooth ball. Place the dough balls on a lightly floured surface, cover with the cloth, and let them rise again for another 20 minutes.

Heat 4 cups of vegetable oil in a large deep pot or Dutch oven over medium-high heat to 350°F. Carefully place 2-3 vetkoek at a time into the hot oil, ensuring not to overcrowd the pot.

Fry the vetkoek for 3-5 minutes per side, or until they are golden brown and cooked through. Use a slotted spoon or tongs to remove them from the oil and place them on a plate lined with paper towels to drain excess oil. Repeat with the remaining dough balls.

Once slightly cooled, carefully slice each vetkoek through the middle, almost completely, to create a pocket.

Spoon a generous amount of the cooked mince filling into the pocket of each vetkoek. Serve immediately and enjoy!
