In a bowl, combine the sliced beef with 1 tablespoon soy sauce, 1 tablespoon Shaoxing wine, 1 teaspoon sugar, 1 teaspoon baking soda, 1 tablespoon corn starch, and 2 tablespoons water. Mix thoroughly by hand until well combined. Add 1 tablespoon oil and mix again.

Marinate the beef for 15 minutes.

Chop the red bell pepper and onion into large pieces. Slice the ginger and garlic.

In a separate bowl, combine 1 tablespoon soy sauce, 1 tablespoon dark soy sauce, 1 tablespoon oyster sauce, 1 teaspoon sugar, 1 teaspoon salt, 1 teaspoon MSG, 100 ml water, and 1 tablespoon corn starch. Mix all ingredients well until smooth.

Heat oil in a wok over high heat. Add the marinated beef and stir-fry until it is approximately 80% cooked. Remove the beef from the wok and set aside.

Add a small amount of fresh oil to the wok. Add the sliced ginger and garlic and stir-fry until fragrant. Add the chopped red bell pepper and onion pieces to the wok and stir-fry until they are slightly tender-crisp.

Return the cooked beef to the wok with the vegetables. Pour the prepared sauce over all the ingredients. Add a generous amount of crushed black pepper.

Stir-fry everything together continuously until the sauce thickens and evenly coats the beef and vegetables.

Transfer the Chinese style black pepper beef to a serving dish and serve hot.
