In a small bowl, sprinkle the unflavored gelatin over the cold water. Let it sit for 5 minutes to bloom, becoming soft and translucent.
In a medium saucepan, combine the full-fat coconut milk and granulated sugar. Heat over medium heat, stirring constantly, until the sugar is fully dissolved and the mixture is warm but not boiling, about 5-7 minutes.
Remove the saucepan from the heat. Add the bloomed gelatin mixture to the warm coconut milk mixture, stirring until the gelatin is completely dissolved. This should take about 1-2 minutes.
Stir in the fresh lime juice, lime zest, and vanilla extract until well combined.
Carefully pour the panna cotta mixture into four 4-ounce ramekins or small serving glasses. Allow them to cool to room temperature for about 15-20 minutes.
Cover the ramekins with plastic wrap and refrigerate for at least 4 hours, or preferably overnight, until the panna cotta is set and firm.
To serve, you can either serve directly in the ramekins or, for unmolding, briefly dip the bottom of each ramekin in warm water for about 10 seconds. Invert onto a serving plate. Garnish with fresh berries before serving.
